Aug 19 (Reuters) - When General Motors announced in 2008 that it would shut down its assembly plant in Janesville, Wisconsin, local Representative Paul Ryan leaped into action.

The Republican met with company executives to try to change their minds. He lobbied the Obama administration for federal retraining and economic-development funds.

He even broke with his party -- and his future presidential running mate Mitt Romney -- to vote in Congress for a $15 billion federal bailout for GM and Chrysler as they teetered on the edge of insolvency.

Criticized by President Barack Obama this week as the "ideological leader" of cost-slashing Republicans in Congress, Ryan has veered from his budget-hawk stance at crucial times.

Along with the auto bailout vote, Ryan voted for the Troubled Asset Relief Program, the $700 billion bank bailout that is anathema to Tea Party conservatives. He opposed Obama's 2009 stimulus effort, but his office sought to secure funding once it was signed into law.

Supporters say Ryan's actions during the auto bailout reveal a practical streak that will bode well for him if the Romney-Ryan ticket gets elected, as well as a willingness to take an unpopular stand if he thinks it is needed.

"The reason he's a vice presidential nominee, and the reason that I like him so much is because he takes a problem, he dissects it fully, and he makes the best possible decision based on what can get done," said Republican Representative Devin Nunes, a close ally who opposed the auto-bailout vote.

Ryan, whose extended family owns a unionized construction company, has occasionally voted against his party to support some labor union priorities. He backed a law in 2011 that prohibits federal contractors from paying lower-than-average wages, a rule that some economists say inflates the cost of federal projects. Ryan has voted against union interests on other occasions.

Paul Ryan (R-Wis.).

AFL-CIO President Richard Trumka said the union ground game would help Democrats and President Obama win the election this fall.

“Working families talking to their neighbors, co-workers, friends and families is kryptonite to the radical right-wing agenda,” Trumka said in a statement. “We’ll be breaking through the noise of misleading ads paid for by wealthy special interests and letting voters hear from the people they trust most on the economic issues they care about. That’s how working families will win this election and lift up the middle class.”

Right now, the federal government owns 500,000,000 shares of GM, or about 26% of the company. Right now, the government’s GM stock is worth about 39% less than it was on November 17, 2010, when the company went public at $33.00/share. However, during the intervening time, the Dow Jones Industrial Average has risen by almost 20%, so GM shares have lost 49% of their value relative to the Dow.

Obama-Funded Fisker Automotive Lost $557K Per Electric Car It Sold

The company’s Fisker Karma sold for about $103,000 per vehicle, meaning the company took a hit of $557,000 every time it sold its product.

The company was also allowed to continue to draw down on a $529 million Department of Energy loan after violating the loan’s term multiple times, according to a report by the New York-based research firm PrivCo.

According to the report, the Department of energy knew that Fisker was not meeting goal required to keep receiving taxpayer dollars. The DOE cut off funding to the company in June 2011, allowing taxpayers to lose $193 million.

Taxpayer-Bailed Out GM To Build New Cadillac Plant . . . In China

“Treasury will continue to wind down the taxpayer’s investment in GM, a critical part of the administration’s response to the financial crisis that prevented the collapse of the American auto industry and saved more than one million American jobs,” said Tim Massad, Treasury Assistant Secretary for Financial Stability. “The third trading plan will allow us to continue exiting the investment in accordance with our previously announced timetable while maximizing the taxpayer’s return.”

GM’s stock closed Wednesday at $37.18. At current trading prices, the government’s remaining stake is worth about $3.7 billion. From previous stock sales, the Treasury has recovered $35.4 billion of its GM bailout, and at current stock prices, taxpayers would lose about $10 billion on the bailout.

The Treasury estimates taxpayers will have lost $15 billion on their $85 billion auto industry bailout, which also included aid to bankrupt Chrysler. Auburn Hills-based Chrysler has repaid its debt.

Gene Sperling, the White House National Economic Council adviser, said the bailout “has turned out far better than anyone could have dreamed of — not only in terms of job creation and the economy and manufacturing, but in terms of those companies and their suppliers being poised to increase and take market share.”
