Why is DUMBO reducing the combat pay of troops in Afghanistan?

He's not
The troops who are not engaged in actual combat are not going to get combat pay. For example if a soldier is driving a fork lift at an airbase or doing paper work he's not going to get combat pay. It was requested by the pentagon & approved by the Senate Armed Services Committee.
