Gary Mayor Rudy Clay on Friday denied that a pending $5,000 payment from City Hall to Joe Jackson and a Chicago-based R&B group was compensation for their appearance at a Michael Jackson memorial in Gary last month.
"Joe Jackson did not receive one penny for coming into Gary," Clay said.

The cost for Joe Jackson, the Chi-Lites and a security detail, eight people in all, to fly to the area exceeded the amount Gary provided, Clay said. "It cost more than $5,000 coming out of Los Angeles," he said.
City spokeswoman LaLosa Burns said the $5,000 is a "donation" to Jackson and the others. "It was a donation and we have record of our donation," Burns said.
The mayor's staff released records Thursday afternoon outlining the preliminary cost of the city's memorial for Michael Jackson, a Gary native, July 10 at the U.S. Steel Yard baseball stadium.
