Senate Bill 309 came out of the Republican-controlled Senate requiring all school corporation employees to forego raises to give their schools added budget flexibility. The Democratic-controlled House got rid of the no-raise requirement
but added the condition that the money be used to ensure no school employee is laid off.Why?
I agree no teachers need to be laid off but I disagree that raises shouldn't be frozen and most certainly am opposed to no employees (short of teachers) be laid off. For starters I wanna fire 2/3 of Hammond's administrators.
As for schools being allowed to transfer funds around I also have issue with that. Sounds like too much opportunity for abuse. For example if they triple the budget for office supplies what prevents them from stripping that fund to pay for out of town "conferences?"
