E.C. property owners face landscaping duties

EAST CHICAGO | Property owners would be responsible for maintaining the landscaping on adjacent public parkways and rights of way under a measure approved Monday.

The Plan Commission recommended amending city codes to require owners to care for plants near their properties, including pruning, watering, fertilizing, mulching, or any item which would constitute a safety hazard to pedestrian or vehicular traffic.

Violators could be fined up to $500 for each citation.

The landscaping standards are among a series of zoning changes recommended in the citywide comprehensive plan adopted last year, which include standards for fences, signs, parking lots and other developmental details, said City Planner Dwayne Williams.

Considered a blueprint for growth, the plan takes into consideration the current character of existing properties, the most desirable use for the land and conservation of property values, Williams said.

The zoning changes must still be approved by the City Council before becoming law.

Commissioners also approved changing the zoning of the former U.S. Reduction Co. property at Chicago Avenue and Kennedy Avenue from manufacturing to commercial, and the 1100, 1200 and 1300 block of West 150th Street from commercial to residential.

Kennedy Avenue is part of a planned commercial development, Williams said, based on access to Chicago Avenue traffic, and on housing improvements planned for the Calumet area over the next few years.

Only two businesses remain on the western stretch of 150th Street, Williams said, with the rest of the three blocks occupied by residences.

The two taverns will continue to operate as existing businesses, under the zoning change, with the rest of the properties approved for single-family, duplex or multifamily residences, Williams said.


What's next? Ordering citizens to clean their own streets?

I wonder what the penalty is for removing the live plants & trees so you don't have to bother with them? :?:
