In that case maybe he's not wise enough to be VP. You realize that sometimes such statements can become self-fulfilling prophesies because an enemy could perceive it as a sign of weakness, right?
And if not an outright attack certainly a test of resolve on some front. You're really just inviting trouble to find you. Makes about as much sense to say something boneheaded like we will never use Nukes or we will never be first to use them. That makes you either a liar or a fool, which is also a sign of weakness.
