At the same time, the new law eliminates the ability of Lake County, Hammond, East Chicago and Gary to skip their annual $3.5 million RDA dues payments, by requiring their RDA-earmarked shares of casino admission tax revenue be paid by the state directly to the RDA instead of through the localities.
Entities behind on their payments — currently Hammond at approximately $7 million — also could lose a portion of their casino wagering tax receipts until they're caught up. In January, Gary paid off the final installment of its RDA back payments.
