In a story published by The Times noting that the city passed the 2015 budget, Mayor McDermott was quoted as saying the city was on it's way to a budget surplus next year! Hurray! Glossed over and not followed up by the writer, is the gambling tax money that once went to infrastructure, now goes directly to pay raises and non essential salaries, and the 30 MILLION dollar bond sales that provides McDermott with the ability to spend tomorrow's water sales revenue today! McDermott says that most of the proceeds of the water department bond sales will be used to pay down debt, essentially going into debt to pay our older debts. Robbing Peter to pay Paul, Tom? The budget surplus is BS.
