Post subject:  More Effective Code Enforcement with real results?

Fort Wayne has a novel results oriented Code enforcement program!

Found in page 178 of the Gary Fiscal Monitor Report, you will find the following passsage: Fort Wayne Indiana does not require registration (rental property) but provides the license for free, only collecting a fee if a property owner violates the regulation.

This type of program is based upon results, focuses in on the offending property owner making code enforcement and the offending property owner responsible to fund the department, not compliant property owners and tax payers.

Code:
The City has proposed a similar program in the past with a per unit annual license fee but the
program was opposed for the cost. Some cities, including Fort Wayne, require registration but
provide the license for free, only collecting a fee if a property owner violates the regulation.
This may be a viable alternative to initiate this program while minimizing upfront costs to
property owners. Any initial implementation costs could be funded using CDBG dollars.
