Not easy to map crime in Gary; it's everywhere

GARY -- From Midtown to Miller, from Brunswick to Glen Park, no neighborhood in the city was without violence in 2007.
Unlike many large urban areas where gang and drug activity are confined within certain geographical areas, Gary's crime erupts anywhere and everywhere.

Miller's lakefront community, statistically the least crime-plagued area, was the scene of one of the city's first homicides last year as well as the most deaths in a single event.

Jeremy Wheatley, 20, was shot and killed in his car on Lake Street Jan. 15, found behind the wheel in the early morning hours after someone noticed the car hadn't moved when the traffic light changed.

Three people were killed Aug. 7 during a hostage standoff between Kevin Isom and police. Once Isom was in custody inside his Lakeshore Dunes apartment, police found his wife and her two children dead inside. Isom has been charged.

Of the 71 homicides in 2007, no one neighborhood can claim the bulk of the slayings, police statisticians note.

But it's not the location of the crime that determines if the case will be solved.

"The elements of each case determines our ability to solve it. We're only as good as the witnesses," Lt. Del Stout said.

Stout, supervisor of the investigations division, said charges have been filed in 33 of the 71 homicides this year. While the national average for cleared cases is about 66 percent, urban areas typically solve about half the cases. In 2007, Gary was near that average with 46 percent solved.

In addition, Stout said, police obtained murder charges in the 1997 slaying of Kevin Taylor after a witness who had moved out of state provided a statement of the events. That filing will be added to this year's clearance rates, Stout said.

Chief Thomas Houston intends to use crime analysis information more in the coming months to place officers in areas where statistics indicate increase numbers.

While increased patrol can help reduce crime, all homicides can't be prevented, police said.

"If someone is hell bent on killing someone, there's little we can do," Stout said.

His investigators approach every case with dedication, Stout added.

"No matter how hard they work a case, they can be hindered by the reliability and availability of witnesses. Sadly, too often people don't want to get involved. It doesn't matter what neighborhood," Stout said.
